ELeP once again have worked closely with OGC Buying Solutions to secure further savings on software licences through their Select Agreement with Microsoft.

Both Hyndburn and Ribble Valley Borough Councils have received savings in excess of 15% on their current Voice Calls and Line Rental Charges through a new Framework Agreement established by the Office of Government Commerce (OGC) Buying Solutions.

The East Lancashire e Partnership (EleP) Programme is the 'Engine Room' of the Partnership, which has been successfully delivering improvements in service for citizens in Burnley, Hyndburn, Pendle, Ribble Valley & Rossendale areas since 2001.

The procurement process in all five partner councils was complex and fragmented.

Develop a single East Lancashire procurement strategy, in line with council strategic objectives; Identify a governance framework to ensure the efficient operation of an East Lancashire procurement project and ensure that the interests of all stakeholders are represented; Utilise learning, best practice, and support from the National e Procurement Project; Support local SME's through developing a price policy to ensure that their business is not significantly diminished through the opportunities of large national contracts, and focusing on supplier enablement from the outset; Form a central East Lancashire procurement unit and appoint a joint Procurement Director to drive the project, initial project management responsibilities followed by longer-term responsibility for joint contracts, on-going monitoring of contract compliance and benefit tracking.

The East Lancashire Procurement Service has enjoyed much national acclaim in recent years.

Part of the Procurement Service's vision is to ensure that the work we do does not exclude the local business community or the voluntary sector.

TRAK (Tender Readiness Audit Kit) Introduction The climate has changed for third sector organisations across the country.

A recent tender exercise undertaken by the East Lancashire e-Partnership in conjunction with the NWCE and the OGC has led to the award of the IT Hardware contract for Burnley, Hyndburn, Ribble Valley and Rossendale to Hewlett Packard.  This proposed Framework Agreement includes the purchase of Laptops and Desktop/Screen bundle packages.The Framework Agreement is now in place with effect from the 1st November 2006.

A recent decision has been made to use PrintDirect (print department for Lancashire County Council) as an additional mechanism when retrieving quotes for external print requirements.  The authorities will therefore be able to benefit from the economies of scale that Lancashire County Council were able to exploit when they undertook the tender exercise for print and print related services in April 2005.The types of print included within the service are as follows:NewspapersLetterheads/Compliment SlipsSheet-fedGeneral StationeryFoldersExhibitionsThe sevice provided by PrintDirect is currently in a trial phase with a savings report due early December regarding current take-up.  There is no obligation involved once a quote has been received from PrintDirect and the cost for the service is included within the quote.  The authorities currently involved with the trial are as follows:HyndburnPendleRibble ValleyRossendaleIf your authority requires a quote for external print requirements,...

TWO young East Lancashire women are inviting their peers to take part in Local Democracy WeekThe campaign, now in its eighth year, aims to raise awareness of local government among young people and challenges local councils to involve youngsters in the democratic process.Sarah Yates, 19, of Gisburn, and Melissa Watts, 24, of Rishton, with the backing of the East Lancashire e-Partnership, are asking local youngsters to get onboard.They are being invited to use a series of innovative consultation methods, such as online surveys, sms texting, "millionaire" handsets and PDAs, to make their views known.Sarah, who was the "face" of the Government's Say It! Campaign, said: "A healthy democracy thrives on active citizenship and I will certainly be using these methods to have my say during Local Democracy Week."Melissa added: "It is vital that young people engage with local government.

AchievementsAs a partnership, we have been able to appoint a full time specialist to help co-ordinate and improve our consultation activity, a resource which as individual councils we would otherwise not have been able to afford.We have been able to pool this resource and additional skills from the partner councils to develop an innovative peer learning approach enabling us to share experiences and competencies across the organisations at a fraction of the cost of commercial conferences and seminars.StaffingThe position of a fulltime post for the Co-ordinator of the Feedb@ck Citizens' Panel has been filled since July 2004.

What is the Feedb@ck PanelFeedb@ck is a group of citizens selected to represent the views of the local community.

The project provides the ability to pilot innovative methods of engaging a wide range of citizens in order to create a more effective and joined up approach to consultation.

Online surveys also help us to cut down on postage and data inputting costs, so the completion of surveys by Panel Members electronically has been actively encouraged.

Personal Digital Assistants (PDAs) have been used on several occasions by the Partnership to undertake street surveys.

This is about the use of a handset technology in lecture theatres designed to allow increased interactivity in lectures.

What are e-PanelsCitizens' panels are now seen to be a key part of Local Authority consultations.

Partners in the collaborationThe East Lancashire Joint Consultation project consists of the Borough Councils of Burnley, Hyndburn, Pendle, Ribble Valley and Rossendale working together as a joint partnership using a collaborative approach to developing a Citizen's Panel underpinned by new technology.
